Abstract
(MARADECA) under the United States Agency for International Development (USAID) Cooperative Agreement No. 72049218CA00007. The project aimed to increase the self-reliance of internally displaced persons (IDPs) and host community members affected by the Marawi siege. The overall goal of MRP was to improve economic conditions and strengthen social cohesion in communities hosting large numbers of IDPs. To achieve this goal, the project focused on two Intermediate Results (IR): IR 1, which provided direct assistance to businesspersons and communities through in-kind grants and training in skills that would make both young and adult IDPs and host community members ready for employment; and IR 2, which involved the delivery of grants and civic engagement training to strengthen cohesion between IDP families and their host communities. The project utilized an integrated, community-based, private sector-driven, and market-oriented approach to improve economic conditions and social cohesion. MRP implemented its activities in the following sites in Lanao del Norte and Lanao del Sur: Iligan City, Pantao Ragat, Pantar, Baloi, Balindong, Buadiposo Buntong, Bubong, Butig, Ditsaan Ramain, Kapai, Lumba Bayabao, Lumbaca Unayan, Lumbatan, Lumbayanague, Madalum, Marantao, Marawi City, Masiu, Mulondo, Piagapo, Poona Bayabao, Saguiaran, Tamparan, and Tugaya. During the final quarter of implementation, MRP continued closeout activities, including the completion of project reporting requirements, release of final pay and benefits of MRP staff, and physical and online transfer of remaining project records. The project team also participated in learning dissemination events and finalized learning and information, education, and communication (IEC) products. MRP successfully delivered and closed 1,000 in-kind micro grants as of December 31, 2022, with a cumulative status of 100% delivery against closed grants. The project also implemented various activities, including grants assistance for economic recovery and strengthened social cohesion, and training under its intermediate result areas. The project applied cross-cutting principles, including a 'Do No Harm' (DNH) approach, youth participation and positive youth development, women and girls leadership programming, focus on business recovery and private sector development, and civil society strengthening. MRP programming was consistently guided by the objective of promoting gender and social inclusion in all areas, with a deliberate effort to engage men in delivering projects and promote women's access to basic services and participation in governance. MRP was awarded second place for a submission to the CLA Awards competition launched by USAID/Philippines for the case study entitled "Establishing a Strengthened Local Referral Pathway to Address Incidents of GBV in the Province of Lanao del Sur." This was the first mission-wide CLA spearheaded by the Mission to promote CLA approaches across its other program offices.
