Abstract
The hub's primary objective is to improve the capacity of USAID staff and implementing partners to design, implement, monitor, and evaluate high-quality, impactful energy programming. The hub's results framework, depicted in Figure 1, outlines the key outcomes and indicators for measuring progress. The hub's technical services focused on several countries, including Burma, Laos, Philippines, Thailand, and Timor-Leste. In Burma, the hub provided technical assistance to the Ministry of Electricity and Energy to improve the country's energy sector. In Laos, the hub worked with the Ministry of Energy and Mines to enhance the country's energy planning and policy development. In the Philippines, the hub supported the Department of Energy in developing a comprehensive energy plan. In Thailand, the hub collaborated with the Ministry of Energy to improve the country's energy efficiency and renewable energy sectors. In Timor-Leste, the hub provided technical assistance to the Ministry of Petroleum and Minerals to develop the country's energy sector. The hub's Clean EDGE Asia Power Sector Learning Series was a key component of its technical services. The series consisted of a series of webinars and workshops that brought together energy experts and stakeholders from across the region to share knowledge and best practices. The series covered a range of topics, including energy policy, energy efficiency, and renewable energy. The hub also developed a range of technical resources and tools to support energy programming in the region, including a database of energy-related indicators and a guide to energy training resources. The hub's monitoring, evaluation, and learning (MEL) activities were designed to track progress towards its objectives and identify areas for improvement. The hub used a range of indicators to measure progress, including the number of USAID staff and implementing partners with increased capacity to design, implement, monitor, and evaluate high-quality, impactful energy programming. The hub also conducted regular surveys and assessments to evaluate the effectiveness of its technical services and identify areas for improvement.
