Abstract
The hub's primary objective was to improve the capacity of USAID staff and implementing partners to design, implement, monitor, and evaluate high-quality, impactful energy programming in Southeast Asia. Technical services were provided to five countries: Burma, Laos, Philippines, Thailand, and Timor-Leste. In Burma, the hub supported the development of a national energy policy, while in Laos, it assisted in the implementation of a renewable energy project. In the Philippines, the hub provided training on energy efficiency and renewable energy, and in Thailand, it supported the development of a smart grid system. In Timor-Leste, the hub assisted in the implementation of a rural electrification project. The Clean EDGE Asia Power Sector Learning Series was a key component of the hub's activities, providing a platform for knowledge sharing and collaboration among stakeholders. The series included webinars, workshops, and training sessions, which were attended by over 1,000 participants from across Southeast Asia. The series focused on topics such as energy policy, renewable energy, and energy efficiency. The hub also provided technical resources and tools to support energy programming in Southeast Asia. These included online training resources, energy databases, and policy briefs. The hub's communications and outreach efforts included the production of a quarterly newsletter, the On the EDGE Newsletter, and the development of a website to provide information on the hub's activities and resources. Monitoring, evaluation, and learning were critical components of the hub's activities. The hub tracked progress against a set of indicators, including the number of USAID staff and implementing partners with increased capacity to design, implement, monitor, and evaluate high-quality, impactful energy programming. The hub also conducted regular evaluations to assess the effectiveness of its activities and identify areas for improvement. The hub's private sector engagement efforts included coordination with external event organizers and participation in industry conferences. The hub also supported the development of a private sector engagement strategy to promote collaboration between the public and private sectors in the energy sector. The hub's gender strategy aimed to promote gender equality and women's empowerment in the energy sector, and it supported the development of a gender action plan to guide its activities. The hub's administration and operations were managed by a team of staff, who were responsible for providing technical support, managing finances, and coordinating logistics. The hub also established partnerships with local organizations to support its activities and leverage local expertise. Lessons learned from the hub's activities included the importance of building strong relationships with stakeholders, the need for flexible and adaptive programming, and the importance of monitoring and evaluation to ensure effective use of resources. The hub's comments and recommendations included suggestions for improving the effectiveness of energy programming in Southeast Asia and promoting collaboration between the public and private sectors in the energy sector. The fiscal report for the hub's activities from 2019 to 2023 showed a total expenditure of $X million, with the majority of funds allocated to technical services, communications and outreach, and monitoring and evaluation. The report also included a breakdown of the hub's income and expenses, as well as a summary of its achievements and lessons learned.
