Abstract
The project aimed to improve local democracy through the empowerment of citizen mechanisms. The specific objectives of the project included facilitating interaction and dialogue between citizens and local authorities, incorporating citizen priorities and needs into local programs and budgets, and creating conditions for sustainable improvements in services provided to the community. The VKQ process in Bashkia Librazhd was coordinated by QAGJZH in Tirana and involved local partner organizations, including Epoka e Re, Tjeter Vizion, Forumi i Gruas, Unë Gruaja, and RIAS. The process included the participation of Komisionet Këshillimore Qytetare Vendore (KKQV) in the respective municipalities where they were functional. The VKQ process offered Bashkia Librazhd a clear picture of citizens' evaluations of public services, local economic development, local democracy, and human rights at the local level. The VKQ project was implemented from January to March 2019 and involved 5 municipalities, including Bashkia Librazhd. The project's objective was to improve local democracy through the empowerment of citizen mechanisms. The specific objectives of the project included facilitating interaction and dialogue between citizens and local authorities, incorporating citizen priorities and needs into local programs and budgets, and creating conditions for sustainable improvements in services provided to the community. The VKQ process in Bashkia Librazhd was conducted in collaboration with the local administration, with regular meetings and discussions held to ensure their participation and cooperation. The process included the participation of citizens, local authorities, and civil society organizations. The VKQ process provided a platform for citizens to express their opinions and priorities, which were then incorporated into local programs and budgets. The VKQ process in Bashkia Librazhd was a positive step towards improving local democracy and empowering citizens. The project's objectives were achieved through the facilitation of interaction and dialogue between citizens and local authorities, the incorporation of citizen priorities and needs into local programs and budgets, and the creation of conditions for sustainable improvements in services provided to the community. The VKQ process in Bashkia Librazhd was a collaborative effort between QAGJZH, the local administration, and local partner organizations. The process was conducted in a transparent and inclusive manner, with regular meetings and discussions held to ensure the participation and cooperation of all stakeholders. The VKQ process provided a platform for citizens to express their opinions and priorities, which were then incorporated into local programs and budgets.
