Abstract
Agency for International Development (USAID) has focused on strengthening primary health care systems to prevent and treat HIV/AIDS, tuberculosis, and malaria. USAID's foreign service officers, trained physicians, epidemiologists, and public health advisors work with governments, NGOs, and the private sector to provide training, technical assistance, and pharmaceuticals to prevent and reduce the transmission of these diseases. USAID's Office of the Inspector General (OIG) has conducted over 90 audits of USAID's HIV/AIDS, tuberculosis, and malaria programs, which have helped USAID, its partners, and grantees learn lessons that apply in ongoing and future responses to infectious diseases. For the FY 2017 coordinated oversight plan, USAID OIG is reporting on the status of ongoing audits from the FY 2016 plan and on the audits planned for FY 2017. The FY 2017 coordinated oversight plan includes several audits, including an audit of the Health Systems Strengthening Programs in Selected USAID Missions in Africa and Latin America. The audit objectives are to determine whether USAID missions have defined and designed their programs to address USAID's vision for health strengthening, whether the Office of Health Systems has provided USAID missions with the necessary direction and assistance, and whether missions' programs are coordinated with other donors and host government strategies. Another audit included in the FY 2017 plan is the Site Improvement through Monitoring System (SIMS) audit. The goal of PEPFAR's SIMS is to increase the impact of PEPFAR programs on the HIV epidemic through standardized monitoring of the quality of PEPFAR support provided at health facilities and wards. The audit will gather information on interagency coordination, how agencies use SIMS, and whether SIMS is used to increase the quality and impact of USAID PEPFAR programs in East Africa. The FY 2017 coordinated oversight plan also includes an audit of USAID/Ukraine's Improving HIV/AIDS Services Among Most-at-Risk Populations in Ukraine (RESPOND) Project. The project aims to address high levels of HIV/AIDS infections among intravenous drug users and sex workers in Ukraine. The audit objectives are to determine whether the RESPOND project is achieving its planned results and whether the results are sustainable. The coordinated oversight plan is required by the United States Leadership against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 and the PEPFAR Stewardship and Oversight Act. The plan is prepared by the Offices of Inspector General of USAID, State, and HHS, and it includes ongoing audits from the FY 2016 plan and planned audits for FY 2017. The plan also includes other activities performed by the offices of inspector general to provide oversight of foreign assistance to combat HIV/AIDS, tuberculosis, and malaria. The FY 2017 coordinated oversight plan is a critical component of the U.S. Government's strategy to combat HIV/AIDS, tuberculosis, and malaria. The plan ensures that the offices of inspector general coordinate their activities with the Government Accountability Office and other oversight bodies to provide effective oversight of foreign assistance to combat these diseases.
