Abstract
Its purpose is to make youth full-fledged citizens in their neighborhoods and cities. The project targets youth in environments where the pull of legitimate institutions is weak, leaving young people open to messaging and recruitment by violent extremist cells. In six dense and underserved urban neighborhoods in Tangier and Tétouan, where Islamic State recruitment cells are active, FORSATY establishes and strengthens bonds between youth through activities led by youth, pulling youth towards positive identification with their neighborhoods, cities, and institutions, and life-paths towards productive adult life. FORSATY targets marginalized youth aged 10 to 25, including those who are very marginalized, unable or unwilling to seize opportunities, youth in school at risk of dropping out, and marginalized youth out of school with no prospects for socioeconomic integration. The program actively pursues this goal through sectoral interventions that seek to build youth's internal and external capacities. Activities are implemented through community-based organizations and youth-led initiatives. The project focuses on six dense and underserved urban neighborhoods in Tangier and Tétouan, where Islamic State recruitment cells are active.
