Abstract
The project involved a series of assessments, including a perception survey, to evaluate changes in institutional capacities, articulation and coordination between municipalities, the Department of Antioquia, and the national government. The project's findings indicate that the reformulation of the national government's public security policy is urgent, as the actions adopted by this level seem to disregard local realities and policies, imposing a centralized and militaristic vision for addressing problems. The policy must take into account the interaction and articulation between national, departmental, and municipal levels, respecting diverse realities and aiming for symmetry between the Public Force and the political power of mayors and governors. In the case of the two municipalities, the project's indicators suggest a limited reality, as observations and data collected indicate a weakness in institutions to exercise regulatory roles, leading to the disappearance of normative structures and the emergence of other types of regulations by different social actors. Additionally, the project found that the concerns of populations regarding security are not a priority for some communities. For example, in Briceño, the population's priorities focus on improving the quality of life and preventing rural exodus, while in Caucasia, indicators continue to be concerning. The project's evaluation revealed changes in human rights and citizen security variables in Briceño and Caucasia, based on official data and a econometric model designed by Fundación Ideas para la Paz. The results suggest that the national government's actions have not contributed to reducing violence conditions and have instead violated the rights of populations, as the repressive action of the State was aimed at achieving military objectives rather than protecting and improving the conditions of the civilian population. The project's conclusions highlight the need for a more nuanced approach to citizen security, one that takes into account local realities and priorities, and promotes a more symmetrical relationship between the Public Force and local authorities.
