Mid-term evaluation (XD-ABA-861-A) of a project to reduce the incidence of Vitamin A deficiency in Indonesia by testing the commercial manufacture and marketing of Vitamin A-fortified monosodium glutamate (MSG-F).
1990

Abstract
The evaluation covered the period through 7/89. Despite delays, MSG-F production and distribution were underway by 5/89 at all 3 participating manufacturers (located in West Java, West Kalimantan, and South Sulawesi). However, it was recently discovered that, within 2-4 months of blending specially coated white Vitamin A (WVA) with MSG, the WVA begins to deteriorate, causing the MSG-F to become yellowish and clumpy. Thus, fortification has been temporarily suspended while project scientists work to develop a more moisture-resistant Vitamin A coating. The goal to develop cost-recovery mechanisms is not progressing as planned because manufacturers want to first establish commercial and technical feasibility. Due to resistance from the Indonesian consumers union concerning the use of controversial MSG, the Indonesian Department of Health would not allow the MSG manufacturers to label or promote MSG-F as containing Vitamin A. Since this policy is inconsistent with "truth in labeling," it is recommended that labeling be allowed but that promotion continue to be prohibited.
