Abstract
The program is part of the Advancing Protection and Care for Children in Adversity (APCCA) initiative, which seeks to address the needs of vulnerable children and families. FCF is implemented by Save the Children Inc. in partnership with the United States Agency for International Development (USAID) in Cambodia. The program's objectives are to prevent unnecessary child-family separation, reduce the number of children living in orphanages and other residential care institutions, and increase the number of children reintegrated into family-based care. Additionally, FCF aims to reduce the number of orphanages and other residential care institutions. The FCF program is guided by a work plan for the period of October 1, 2019, to September 30, 2020. The work plan outlines three main results: FCF Governance and Working Groups, Research Plan, Shared Measurement, Program Learning, and Data Collection, and Internal and External Communications/Outreach. Each result has specific activities, outcomes, and timelines, as well as expected challenges and mitigation plans. The FCF Governance and Working Groups result aims to establish effective governance structures and working groups to support the program's implementation. This includes the establishment of a Knowledge Sharing Group (KSG) and an online knowledge sharing platform. The Research Plan, Shared Measurement, Program Learning, and Data Collection result focuses on developing a research plan, shared measurement framework, and data collection mechanisms to inform program decision-making. The Internal and External Communications/Outreach result aims to enhance internal and external communications, outreach, and engagement to support program implementation and sustainability. The program management section outlines the roles and responsibilities of the program team, including the advisory board and secretariat. The advisory board is responsible for providing strategic guidance and oversight to the program, while the secretariat provides administrative and technical support. The knowledge sharing group terms of reference outline the roles and responsibilities of the KSG, which is responsible for promoting knowledge sharing and learning among program stakeholders. The KSG will facilitate the development of a knowledge management framework and ensure the effective sharing of knowledge and best practices among program partners. Overall, the FCF program aims to promote family-based care for children in Cambodia and address the needs of vulnerable children and families. The program's work plan outlines specific activities, outcomes, and timelines to achieve its objectives, and the advisory board and secretariat will provide strategic guidance and administrative support to ensure the program's success.
