Abstract
The project requires a gender analysis and tailored Gender Action Plan (GAP) to identify gender-based constraints and opportunities. The ANHS project has the opportunity to make a direct and dramatic impact on neonatal outcomes and elevate the rights of women as healthcare providers, mothers, and working women in the male-dominated construction sector. The project can also open up more opportunities for women in the formal employment sector and help ensure its own project success. Research has shown that gender diversity improves performance and profitability, including through improved innovation, enhanced decision-making, and reduced fraud. The current mortality rate in the WNH NICU stands at an unacceptably high 27%. From an infrastructure design perspective, the greatest hindrance to neonatal survival and well-being is space. The NICU is designed for 40 neonates but has an average daily census of 80 to 100 neonates, which increases rates of infection, inhibits efficient delivery of emergency interventions, and violates the rights of neonates and postpartum women to health, dignity, and respect. The ANHS project can create a NICU infrastructure that lends greater dignity and respect to health facility clients and staff by incorporating design elements that promote gender equality and female empowerment. This includes architectural design that promotes maternal and neonatal rights, women in the workforce, and monitoring and evaluation indicators that track progress towards gender equality. The project's design should prioritize the needs of women and girls, including their access to employment, control of household resources, and decision-making power. By doing so, the project can reduce unnecessary strain on the health system and improve neonatal outcomes. The ANHS project has the potential to make a significant impact on neonatal healthcare outcomes and promote gender equality in Zambia. The ANHS project's design should also consider the importance of gender equality and female empowerment in the construction process. This includes ensuring that women are involved in the design and construction process and that the project creates opportunities for women in the formal employment sector. By doing so, the project can promote gender diversity and improve performance and profitability. The ANHS project's GAP should include recommendations for strategies, activities, and monitoring and evaluation indicators to ensure sound gender integration from inception to completion. This includes architectural design for the promotion of maternal and neonatal rights, women in the workforce, and monitoring and evaluation indicators that track progress towards gender equality. The project's GAP should also consider the importance of addressing gender-based violence, limited access to employment, and limited control of household resources, which are associated with reductions in uptake of health services for both women and their children. By addressing these issues, the project can reduce unnecessary strain on the health system and improve neonatal outcomes. The ANHS project's GAP should be aligned with the project's objectives and should provide actionable and specific recommendations for strategies, activities, and monitoring and evaluation indicators to ensure sound gender integration from inception to completion. This includes recommendations for architectural design, women in the workforce, and monitoring and evaluation indicators that track progress towards gender equality. The project's GAP should also consider the importance of involving women in the design and construction process and ensuring that the project creates opportunities for women in the formal employment sector. By doing so, the project can promote gender diversity and improve performance and profitability. The ANHS project's GAP should be developed in consultation with stakeholders, including women's rights organizations, health professionals, and community leaders.
