Abstract
The report is prepared by RTI International for the United States Agency for International Development (USAID) and the United Kingdom Department for International Development (DFID). The GAPP Program aims to improve governance, accountability, participation, and performance in Uganda's local governments. The program focuses on three components: improving the legal, policy, regulatory, and institutional environment; strengthening local government fiscal management, accountability, and decision making; and promoting voice and accountability. Component 1 of the program focuses on improving the legal, policy, regulatory, and institutional environment. This component includes two sub-components: improving the capacity of national accountability institutions to support local government accountability and strengthening national stakeholder policy collaboration and dialogue on local government accountability, financing, and service delivery. Progress under this component includes the establishment of a Local Government Public Accounts Committee (LGPAC) and the conduct of public hearings to discuss the OAG's audit report for FY 2017/18. Component 2 of the program focuses on strengthening local government fiscal management, accountability, and decision making. This component includes two sub-components: improving local government revenue generation and management and strengthening local government accountability systems. Progress under this component includes the implementation of a local government revenue generation and management system and the strengthening of local government accountability systems. Component 3 of the program focuses on promoting voice and accountability. This component includes six sub-components: increasing private sector participation in local governance, improving institutional capacity of civil society organizations and private sector associations, increasing advocacy by civil society organizations and private sector associations, increasing citizens' awareness and engagement with local governments, national-level lobbying and advocacy to influence policy, and refugee intervention. Progress under this component includes the establishment of a private sector association and the conduct of advocacy activities to promote local government accountability. The program also provides technical assistance to the Ministry of Health and collaborates with other stakeholders to promote learning and adaptation. The report highlights the progress made under the program and provides recommendations for future action. The GAPP Program has made significant progress in improving governance, accountability, participation, and performance in Uganda's local governments. The program has established a strong foundation for future progress and has contributed to the development of a more accountable and responsive local government system. The program's achievements include the establishment of a Local Government Public Accounts Committee (LGPAC) and the conduct of public hearings to discuss the OAG's audit report for FY 2017/18. The program has also implemented a local government revenue generation and management system and strengthened local government accountability systems. The program has also promoted voice and accountability through the establishment of a private sector association and the conduct of advocacy activities to promote local government accountability. The program has also provided technical assistance to the Ministry of Health and collaborated with other stakeholders to promote learning and adaptation. The program's future plans include continuing to support the development of a more accountable and responsive local government system. The program will focus on strengthening local government fiscal management, accountability, and decision making, and promoting voice and accountability. The program's budget for the quarter was $1.2 million, and the program has achieved a significant return on investment.
