Abstract
The program began in 2013 and is set to conclude in November 2019. The program's implementation is overseen by RTI International, a US-based research organization, in collaboration with the USAID/Uganda Democracy, Rights, and Governance Office. The program's key objectives include strengthening the capacity of local governments, civil society organizations, and other stakeholders to promote good governance and accountability. To ensure the effective implementation of the program, a Quality Assurance Surveillance Plan (QASP) has been put in place. The QASP outlines the procedures for monitoring and evaluating the program's progress, including regular review of financial reports, quarterly site visits to program sites, and participation in reflection sessions with external partners. The QASP also outlines the procedures for conducting data quality assessments, which are aimed at ensuring that the data collected by the program are accurate and useful for decision-making purposes. The assessments will be conducted by USAID at its own discretion throughout the life of the project. In addition to the QASP, the program will also undergo a final performance evaluation, which will be conducted by a selected evaluation contractor in FY2019. The evaluation will assess the program's overall performance and provide recommendations for future improvements. The program's implementation is guided by a work plan, which outlines the activities and milestones to be achieved during each quarter of the program. The work plan is reviewed quarterly by USAID, which also monitors the program's progress and provides feedback to the implementing partner, RTI International. The program's success is measured against a set of performance indicators, which are outlined in the program's Monitoring, Evaluation, and Learning (MEL) plan. The indicators include measures of program outputs, outcomes, and impact, as well as measures of stakeholder satisfaction and engagement. Overall, the GAPP Program is a critical initiative aimed at promoting good governance and accountability in Uganda. The program's implementation is overseen by a robust QASP, which ensures that the program's progress is regularly monitored and evaluated.
