Abstract
The report is prepared by RTI International for the United States Agency for International Development (USAID) and the United Kingdom Department for International Development (DFID). The GAPP Program aims to improve governance, accountability, participation, and performance in local governments in Uganda. The program focuses on four components: improving the legal, policy, regulatory, and institutional environment; strengthening local government fiscal management, accountability, and decision-making; promoting voice and accountability; and providing technical assistance to the Ministry of Health. Component 1 of the program focuses on improving the legal, policy, regulatory, and institutional environment. This is achieved through two sub-components: improving the capacity of national accountability institutions to support local government accountability and strengthening national stakeholder policy collaboration and dialogue on local government accountability, financing, and service delivery. Progress under this component is reported in Quarter 3, FY 2018, with a summary of progress under Component 1 in Quarter 3, FY 2018, indicating that the capacity of national accountability institutions has been improved, and national stakeholder policy collaboration and dialogue have been strengthened. Component 2 of the program focuses on strengthening local government fiscal management, accountability, and decision-making. This is achieved through three sub-components: local government revenue generation and management improved, strengthened local government accountability systems, and improved capacity of local government technical staff and councils in decision-making. Progress under this component is reported in Quarter 3, FY 2018, with a summary of progress under Component 2 in Quarter 3, FY 2018, indicating that local government revenue generation and management have been improved, and local government accountability systems have been strengthened. Component 3 of the program focuses on promoting voice and accountability. This is achieved through three sub-components: increased private sector participation in local governance, improved institutional capacity of civil society organizations and private sector associations, and increased advocacy by civil society organizations and private sector associations. Progress under this component is reported in Quarter 3, FY 2018, with a summary of progress under Component 3 in Quarter 3, FY 2018, indicating that private sector participation in local governance has been increased, and the institutional capacity of civil society organizations and private sector associations has been improved. Component 4 of the program focuses on providing technical assistance to the Ministry of Health. Progress under this component is reported in Quarter 3, FY 2018, with a summary of progress on planned activities under Component 4 in Quarter 3, FY 2018, indicating that technical assistance has been provided to the Ministry of Health. The report also includes annexes that provide additional information on performance results of Public Procurement and Disposal of Public Assets (PPDA) inspections in GAPP-supported local governments, PMP/Project Indicator Progress - Performance Indicator Table, and financial management. The GAPP Program has made significant progress in improving governance, accountability, participation, and performance in local governments in Uganda. The program has improved the capacity of national accountability institutions, strengthened local government fiscal management, accountability, and decision-making, promoted voice and accountability, and provided technical assistance to the Ministry of Health.
