Abstract
The approach draws on the most relevant aspects of social protection, livelihoods development, and financial inclusion to provide immediate needs with longer-term human capital and asset investments. The Graduation Approach has a three-fold vision: first, to invest in program participants to develop sustainable livelihoods; second, to increase households' capacity to generate income and build assets, thereby reducing their vulnerability to shocks over time; and third, to achieve long-term benefits for both individuals and families directly affected and the broader social goals of breaking entrenched, multigenerational poverty and reducing inequality. The approach is based on a theory of change that outlines the components and relationships between them. The theory of change for the CGAP/Ford Foundation's Graduation Approach pilots includes the following components: economic strengthening, financial inclusion, and social protection. The implied theory of change for PEPFAR includes similar components, with a focus on HIV/AIDS prevention and treatment. The Graduation Approach involves a series of interventions, including consumption support, income-generating activities, asset transfers, savings and financial services, health and additional services, and monitoring and evaluation.
