Abstract
The framework is designed to ensure effective collaboration and partnership-building with various stakeholders, including the private sector, non-USG public entities, civil society organizations, and mixed-ownership entities. The framework identifies four levels of engagement: direct engagement, partnerships, other types of engagement, and third-party funds (TPFs) indicators. Direct engagement involves working directly with stakeholders to achieve development objectives, while partnerships involve collaborative efforts with stakeholders to achieve shared goals. Other types of engagement include alliances facilitated by USAID, mobilization of resources, and purchase agreements. The framework also outlines specific definitions and measurements for TPFs indicators, which include leveraged funds, cost-share funds, mobilized funds, USAID investments linked to leveraged funds, USAID investments linked to cost-share funds, and USAID investments linked to mobilized funds. The framework provides guidelines for measuring and reporting TPFs indicators, including the unit of measure, indicators disaggregation, eligibility of funds, data sources, investment stages, means of verification, reporting frequency, and reporting in Monitor. In addition, the framework provides guidance on reporting on Public-Private Partnerships (PPPs), including registration of PPPs in Monitor, quantitative results, qualitative results, and means of verification.
