Abstract
The project focuses on strengthening governance and management of natural resources in rural communities in Niger and Burkina Faso. The project's approach is based on the development of local conventions, which are agreements between local communities, government authorities, and other stakeholders to manage natural resources in a sustainable manner. The conventions are designed to promote participatory governance, conflict prevention, and adaptation to climate change. The guide for elaboration and implementation of local conventions is a key tool for the project. It outlines the steps and procedures for developing and implementing local conventions, including the identification of stakeholders, the development of a plan for natural resource management, and the establishment of mechanisms for conflict prevention and resolution. The guide emphasizes the importance of community participation and ownership in the development and implementation of local conventions. It also highlights the need for capacity building and training for local communities, government authorities, and other stakeholders to ensure that they have the necessary skills and knowledge to manage natural resources sustainably. The project's objectives are aligned with the USAID's strategic objectives, particularly in the area of governance and management of natural resources. The project aims to achieve several outcomes, including the development of 150 local conventions, the strengthening of the capacity of 5,000 community members to adapt to climate change, and the management of 2 million hectares of land under a local convention. The project's approach is based on a participatory and inclusive methodology, which involves the identification of stakeholders, the development of a plan for natural resource management, and the establishment of mechanisms for conflict prevention and resolution. The guide outlines the steps and procedures for developing and implementing local conventions, including the creation of a committee of pilotage, the zonage of the rural commune, and the establishment of a system for conflict prevention and resolution. The project's indicators for measuring progress include the number of local conventions developed and implemented, the number of community members trained in natural resource management, and the area of land managed under a local convention. The project's results are expected to contribute to the achievement of the USAID's strategic objectives, particularly in the area of governance and management of natural resources. The guide is a key tool for the project, providing a framework for the development and implementation of local conventions. It is expected to contribute to the project's objectives and outcomes, and to promote sustainable management of natural resources in rural communities in Niger and Burkina Faso.
