The Haiti Infrastructure Program is a USAID-funded initiative aimed at advancing development objectives in health, education, agriculture, economic growth, and democracy and governance service areas in Haiti.

Abstract
The program is based on four pillars: Infrastructure and Energy; Food and Economic Security; Health and Other Basic Services, including Basic Education; and Governance and Rule of Law. The program's goal is to support the Government of Haiti in achieving a stable and economically viable country. The program is executed by AECOM, with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer. The program's overall contact value is $22,822,798, with obligated funds to date of $3,907,079.50. The program is implemented over a five-year period, with incremental funding provided by USAID as funds become available. The program's activities are summarized in the Key Program Activities section. Generalized activities include program administrative and staffing development activities performed during the reporting period. AECOM is currently providing services under the Year 1 Work Plan approved on 28 September 2018. In January 2019, USAID maintained the WAF process for collecting clear and concise direction and scopes of work from USAID's OIEE mission clients. Specific tasks defined in the scope of work, including HUEH construction quality assurance services and program management services, were ongoing during the month. The following WAFs were approved by USAID this month: Task 03-01 Reconstruction of L'Hôpital Universitaire d'Etat d'Haïti (HUEH) to provide full-time construction observational oversight services, including regular review of the project documentation for the QA/QC system managed by UTE and their contractors. The WAF also requires certification to USAID that construction work is completed according to the approved designs, specifications, and quality and safety standards. Task 03-02 Reconstruction of Hurricane Matthew - Hinche was also ongoing during the month. The task involves the reconstruction of a hospital in Hinche, Haiti, which was damaged by Hurricane Matthew in 2016. The task includes the design and construction of a new hospital building, as well as the installation of medical equipment and furniture. Task 03-04 Warranty HUJ Pediatrics Ward was also ongoing during the month. The task involves the warranty of a pediatric ward at the Justinien University Hospital (Hôpital Universitaire Justinien) in Cap-Haïten, Haiti. The task includes the installation of medical equipment and furniture, as well as the training of hospital staff on the use of the equipment. Task 04-01 Cholera Communes Engineering Oversight was also ongoing during the month. The task involves the engineering oversight of cholera treatment centers in Haiti. The task includes the design and construction of the treatment centers, as well as the installation of medical equipment and furniture. Task 07-02 Build Back Safer – Hurricane Matthew Interventions – Housing & Microgrid Repair was also ongoing during the month. The task involves the repair of damaged housing and microgrids in Haiti, which were affected by Hurricane Matthew in 2016. The task includes the design and construction of new housing and microgrids, as well as the installation of electrical and plumbing systems. Task 08-01 AVANSE was also ongoing during the month. The task involves the design and construction of a new hospital building in Haiti. The task includes the installation of medical equipment and furniture, as well as the training of hospital staff on the use of the equipment. Task 11-01 & 11-02 Capacity Building/Training (General & Internship) was also ongoing during the month. The task involves the capacity building and training of Haitian staff in various areas, including construction management, engineering, and project management. The task includes the provision of training and technical assistance to Haitian staff, as well as the development of a training program for Haitian staff. The program's financial status is summarized in the Program Finance section at the end of the report. The program's financial status is as follows: obligated funds to date of $3,907,079.50, with a total contract value of $22,822,798. The program's financial status is subject to change as funds become available and as projects are identified and defined.
