Abstract
The program aims to support USAID/Haiti's development objectives in health, education, agriculture, economic growth, and democracy and governance. The program is based on four pillars: Infrastructure and Energy; Food and Economic Security; Health and Other Basic Services, including Basic Education; and Governance and Rule of Law. The program was established in response to a request for task order proposal (RFTOP) issued by USAID on October 6, 2017. AECOM submitted a qualification package and was selected as the most qualified offeror. The task order contract became effective on February 28, 2018, and the program was officially modified to the Haiti Infrastructure Program on April 24, 2018. During the reporting period from April to June 2018, AECOM implemented various activities under the program. In Sector 01 (Program Management), AECOM completed the mobilization plan and transitioned to carrying out the work plan. The first-year work plan will be formally submitted upon receipt of decisions on Contract Modification request #1. AECOM also progressed on project setup, accounting, and project management, task list and scope of work refinement, monthly/quarterly reporting format, performance management plan, and pending contract type clarification from USAID. Additionally, USAID requested a temporary halt to any home office evaluations or other high-value activities until funding is transferred to the Haiti Infrastructure Program. AECOM is implementing the project with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer.
