The Haiti Infrastructure Program is a USAID-funded initiative aimed at supporting the development objectives of the USAID/Haiti Office of Infrastructure, Engineering, and Energy (OIEE).

Abstract
The program is part of the Post-earthquake U.S. Government Strategy (2010-2015), which focuses on four pillars: Infrastructure and Energy; Food and Economic Security; Health and Other Basic Services, including Basic Education; and Governance and Rule of Law. The program provides OIEE with immediate access to a team of full-time and short-term architects, engineers, and specialized technical experts based in Port-au-Prince and in AECOM offices throughout the United States. The program's goal is to support USAID/Haiti's development objectives relating to health, education, agriculture, economic growth, and democracy and governance. On October 6, 2017, USAID issued a request for task order proposal (RFTOP) for architectural and engineering services to design and manage multisectoral infrastructure portfolio projects in Haiti for a five-year period. AECOM submitted a qualification package in response to this solicitation and was selected to submit a cost proposal as the most qualified offeror. USAID issued a task order contract to AECOM, which became effective on February 28, 2018. The program is implemented by AECOM with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer. Progress and accomplishments during the reporting period for overall management and task-specific activities are summarized in the Key Program Activities section. A snapshot of the financial status of the project is provided in the Program Finance section. During the reporting period, AECOM conducted a two-week Community Need Assessment in two Haitian communities: Port-au-Prince and Cap-Haitien. Focus group discussions were conducted with students from civil engineering universities, Construction General Contractors, Government Entities, and with some USAID Implementing Partners. USAID maintained the Work Approval Form (WAF) for collecting clear and concise direction and scopes of work from USAID's OIEE mission clients, obtaining COR, ACOR or CO approvals for the works within the broader tasks defined in the contract and by workplan. The program's administrative and staffing development activities performed during the reporting period are summarized in the Generalized Activities section. AECOM sought USAID approval via an email to procure a diesel fuel tank to store generator fuel for office operations to allow them to bridge at minimum a month fuel shortage period. USAID approved AECOM's request on April 30, 2019. The program's financial status is provided in the Program Finance section, and the program's schedule is provided in the Program Schedule section.
