Abstract
The program aims to build on previous USAID programming to support the Haitian justice sector's independence and professionalism. The overarching goal of JSSP is to expand access to quality justice for Haitian citizens. JSSP is advancing core justice sector strengthening while building the foundations for judicial reform. The project's goal will be achieved through four key objectives: establishing a legal, policy, and framework; strengthening the judiciary as an independent, credible, and effective institution; improving access to justice and protection of rights; and empowering civil society constituencies for reform. In Year 3, JSSP implemented the expansion and ownership phase of the Case Management Information System (CMIS), which aims to increase the system's use and ownership among institutions. The program also supported the establishment of the National Committee on Legal Assistance (CNAL) to lead a state-owned legal assistance program. In Year 4, JSSP will continue to support the implementation of the legal assistance law, the expansion of the CMIS into three additional jurisdictions, and the drafting of key legislations, such as the judicial financial crimes unit. The program will also pursue strategies to encourage the Supreme Court of Haiti (CSPJ) to fulfill its oversight and disciplinary responsibilities. JSSP will also support the installation of a new government to help implement the first MJPS comprehensive strategic document. The program will continue to conduct civic education through its legal assistance program and empower individual civil society organizations (CSOs) and their networks by providing additional training on monitoring and advocacy. The geographic focus of JSSP activities includes several sector reform activities that are national in nature and do not have a specific geographic focus. Activities to improve justice delivery in specific courts are being conducted within geographic corridors, including the Port-au-Prince/Cul-de-Sac, St. Marc, and Cap Haitien/Northern Corridors. In Year 4, JSSP will expand the CMIS into three additional jurisdictions, Gonaives, Jacmel, and Petit-Goave. The program will also provide access to the system to institutions, such as the anti-corruption unit (ULCC) and the anti-money laundering unit (REFEC).
