Abstract
The tool is implemented in a three-stage process, commencing with an interview with the head of the health facility or a senior staff member, followed by a physical assessment of the facility and equipment, and concluding with individual interviews with relevant staff members. The assessment tool is divided into six sections: General Information, Service Availability, Staffing, Infrastructure, Laboratory, Services, and Diagnostic Equipment, Pharmaceutical Supplies, and Training Needs. The General Information section captures basic facility data, including opening hours, referral capacity, utilization rates, and interviewer details. The Service Availability section evaluates the types of services offered, bed availability, and other essential services. The Staffing section assesses the general staff numbers, specialist staff numbers, and other relevant personnel. The Infrastructure section examines the facility's physical environment, including communications, power supply, water, fencing, waste disposal, roof structure, and other essential infrastructure. The Laboratory, Services, and Diagnostic Equipment section evaluates the availability of delivery room equipment, sterilization equipment, eye health equipment, laboratory equipment, imaging equipment, and medical storage. The Pharmaceutical Supplies section assesses the availability of essential medications and supplies. The Training Needs section identifies the training requirements of facility staff. The tool is designed to inform the type and level of support provided by JSI to target health facilities, with a focus on improving areas most pertinent to Ebola survivor needs. The assessment results will guide the provision of medical care to survivors, with priority placed on improving areas critical to their needs. The Health Facility Assessment Tool is a critical instrument for evaluating the capacity of health facilities and informing support efforts. By assessing various aspects of facility capacity, the tool enables JSI to provide targeted support and improve the provision of medical care to Ebola survivors.
