The Health Information Systems Interoperability Maturity Toolkit is a self-assessment tool designed to assess the stage of development of each subdomain in a resilient health information system (HIS) that serves a country's data needs.

Abstract
The toolkit is divided into sections for each subdomain, including governance structure, interoperability guidance documents, compliance with data standards, data ethics, HIS interoperability monitoring and evaluation, and business continuity. The governance structure subdomain focuses on the mechanisms, processes, and institutions through which a country's health system is managed. The toolkit assesses whether a governing body for health information systems is formally constituted, has a scope that includes data governance oversight, and oversees interoperability directly or through a technical working group. The interoperability guidance documents subdomain evaluates the presence of policies, strategies, and frameworks that guide the implementation of HIS interoperability. The toolkit assesses whether the country has drafted interoperability strategies, policies, or roadmaps, and whether these documents are launched, government-owned, and consistently used. The compliance with data standards subdomain assesses whether a country has structures, processes, and procedures in place to guide or enforce compliance with data exchange, messaging, and security standards. The toolkit evaluates whether the government enforces a regulatory framework for compliance and whether subsystems in the national HIS meet compliance criteria. The data ethics subdomain focuses on the moral dimensions of data generation, recording, processing, and use. The toolkit assesses whether a country has laws, policies, or regulatory frameworks for data security and privacy, and whether these frameworks are implemented and enforced. The HIS interoperability monitoring and evaluation subdomain evaluates the use of indicators and tools to track the implementation of HIS interoperability activities and make decisions. The toolkit assesses whether the country has mechanisms to track and measure HIS interoperability implementation, generates regular reports on performance, and uses these reports to inform decisions. The business continuity subdomain assesses the capability of a country's HIS to continue delivering products or services at acceptable levels following a disruptive incident. The toolkit evaluates whether the country has devised plans and strategies to enable business operations to continue and recover quickly and effectively. Overall, the Health Information Systems Interoperability Maturity Toolkit provides a framework for countries to assess their HIS maturity and identify areas for improvement. By using the toolkit, countries can develop strategies to strengthen their HIS and improve interoperability, ultimately improving the quality and accessibility of healthcare services.
