Abstract
The program aims to foster ownership by Cambodia's Ministry of Health (MOH) of health information systems (HIS) at the district, regional, and national levels. The approach is geared toward making actionable Cambodia's vision of a comprehensive health management information system (HMIS) capturing broad health data from all elements across the continuum of care. The program supports the Royal Government of Cambodia (RGC) Health Information System Strategic Plan and USAID focusing on three key objectives: Improved data for decision-making, Increased capacity and accountability of government staff and institutions, and Increased Access and Improved Quality of Targeted Prevention Activities. The program's objectives are aligned with the USAID Forward priorities, which emphasize the importance of strengthening health systems, improving health outcomes, and promoting sustainable development. During the first half of Year 2 (October 2014- March 2015), HIPA focused on finalizing the Roadmap for HMIS enhancements, strengthening the HMIS application, and supporting the end-users of DPHI in operating the HMIS and building reporting features. The program also conducted a best practices study for TB MIS implementation, supported TB MIS study visits, and developed an ICD-10 framework. Additionally, HIPA supported the development of Congress Reports for DPHI and facilitated training courses for DPHI staff. In the second half of Year 2 (April- September 2015), HIPA continued with HMIS enhancements, nation-wide training, and HMIS indicator definitions. The program also transitioned HIS to a separate server, developed web services and integration protocols, and conducted indicator and interoperability discussions with national health programs. Furthermore, HIPA conducted a DDIU assessment and workshop, designed and developed dashboards, and supported the capacity building of DPHI. The program has made significant progress in achieving its objectives, including the finalization of the Roadmap for HMIS enhancements, the strengthening of the HMIS application, and the development of an ICD-10 framework. The program has also supported the development of Congress Reports for DPHI and facilitated training courses for DPHI staff. Additionally, HIPA has conducted a best practices study for TB MIS implementation and supported TB MIS study visits. The program's success is attributed to the strong partnership between the Futures Group International, the Royal Government of Cambodia, and USAID. The program's approach has been tailored to meet the needs of the MOH and has been aligned with the RGC Health Information System Strategic Plan. The program's success is attributed to the strong partnership between the Futures Group International, the Royal Government of Cambodia, and USAID, and its approach has been tailored to meet the needs of the MOH. The program's future plans include continuing to support the MOH in strengthening the health information system and conducting further capacity building activities for DPHI staff.
