Abstract
The program aims to foster ownership by the Ministry of Health (MOH) of health information systems (HIS) at the district, regional, and national levels. The approach is geared toward making actionable Cambodia's vision of a comprehensive health management information system (HMIS) capturing broad health data from all elements across the continuum of care. The project supports the Royal Government of Cambodia's Health Information System Strategic Plan and USAID's three key objectives: Improved data for decision-making, Increased capacity and accountability of government staff and institutions, and Increased Access and Improved Quality of Targeted Prevention Activities. The program focuses on three main areas: HMIS enhancements, strengthening of the HMIS application, and supporting the end-users of the DPHI in operating the HMIS and building reporting features. In the first half of Year 2, HIPA focused on finalizing the Roadmap for HMIS enhancements, strengthening the HMIS application, and supporting the end-users of DPHI in operating the HMIS and building reporting features. The project also conducted a Best Practices study for TB MIS implementation, supported TB MIS study visits, and developed an ICD10 framework. Additionally, HIPA supported the development of Congress Reports for DPHI and facilitated training courses for DPHI staff based on developed learning paths. HMIS enhancements have been a key focus area for HIPA, with the project working towards stabilizing and enhancing the features of the HMIS application. The project has established an issue tracker to record, monitor, and status of all issues/bugs reporting and resolution status. Two primary feature enhancements implemented in the HMIS include the Data Control feature, which ensures compliance of reporting within the reporting periods, and a tool for adding, moving, and editing for province, operational district, and health facility. The project has also made progress in strengthening the HMIS application, with DPHI using the Data Control feature to ensure timely reporting by health facilities within the defined deadline. Furthermore, HIPA has supported the development of learning paths and facilitated training courses for DPHI staff based on the developed learning paths. The project has also commenced interoperability discussions with national health programs. Overall, the HIPA program has made significant progress in its first two years, with a focus on HMIS enhancements, strengthening of the HMIS application, and supporting the end-users of DPHI in operating the HMIS and building reporting features. The project continues to work towards its objectives, with a focus on improving data for decision-making, increasing capacity and accountability of government staff and institutions, and increasing access and improving quality of targeted prevention activities.
