Abstract
The project is funded by the United States Agency for International Development (USAID) with a budget of US$ 54,960,103. The project's primary objective is to improve reading instruction and outcomes for Honduran students from first to sixth grade of primary education. The project is aligned with USAID's Education Strategy and the USAID/Honduras Country Development Cooperation Strategy (CDCS). It uses a national system strengthening approach and responds to the Government of Honduras' (GOH) priorities. The project aims to address the critical problems of poverty and violence facing Honduras by enhancing reading skills and education programs. The project's geographic coverage includes the USAID/Honduras DO1 and DO2 geographic zones. The target beneficiaries of the project are students, teachers, and parents in these zones. The project's implementation approach involves working with the Ministry of Education (MOE) and other stakeholders to strengthen the capacity of teachers and key support personnel to provide quality reading instruction. The project has four main results: (1) the Ministry of Education's capacity to implement evidence-based reading approaches in basic education is strengthened, (2) school and classroom materials to enhance reading instruction are improved, (3) the capacity of teachers and key support personnel to provide quality reading instruction to students in grades 1-6 is improved, and (4) parental and community participation leading to improved learning and reading achievement is strengthened. The project's monitoring, evaluation, and learning plan involves regular monitoring and evaluation of project activities and results. The plan includes a learning agenda, project monitoring, evaluation and research plan, research and dissemination strategy, and a M&E matrix. The project also has a sustainability plan with the MOE for reading interventions and a communications plan to ensure effective coordination and collaboration with stakeholders. The project management and operations plan includes a management structure, reductions, and a plan for staff training and development. The project also has a plan for student assessment and a schedule for reporting and delivering results. The project's implementation partners include the Education Development Center, Inc. (EDC), Florida State University, and Fundación para la Educación Ricardo Ernesto Maduro Andreu (FEREMA).
