Abstract
Government's IATI implementation plan aims to publish Official Development Assistance (ODA) data in the IATI format. The plan covers 27 agencies of the U.S. Government, which will result in the publication of the majority of total ODA in the IATI format at the early stages of implementation. The implementation plan was prepared based on the U.S. Government's Office of Management and Budget's (OMB) Bulletin 12-01, which outlines required data fields and provides guidance on collecting U.S. Government foreign aid data. Data on U.S. Government ODA flows will be published in the IATI format on a timely basis throughout the year, with the data being unverified. This data will be replaced at the end of each calendar year with verified, complete statistical data from the OECD/DAC CRS. The U.S. Government will work to identify and resolve discrepancies between preliminary and verified data through an iterative process. This process will result in the publishing of better data on a quarterly basis over time. Quarterly activity data will be provided on the U.S. Foreign Assistance Dashboard, maintained by the U.S. State Department, and converted to IATI format. This data will be considered preliminary. Verified, complete statistical data and information on U.S. Government ODA flows will be converted into the IATI format once a year by USAID, published on the U.S. Foreign Assistance Dashboard, and replacing unverified data. The U.S. Government's IATI implementation plan aims to achieve full implementation by the end of 2015, with 100% of all ODA reporting all available IATI-compliant data. The plan also includes a move to quarterly reporting by 2013, with data being published in the IATI format on a timely basis throughout the year.
