Abstract
The contaminated area spans approximately 40 hectares, with hotspots identified in the northern and southern portions of the airport property. The contaminated soil and groundwater pose significant risks to human health and the environment. The project aims to remediate the contaminated area, restore the airport's environmental integrity, and ensure compliance with international standards. The project's mission statement emphasizes the importance of protecting human health and the environment while promoting sustainable development. Critical success factors include effective project management, stakeholder engagement, and capacity building. The project beneficiaries include the Vietnamese government, airport authorities, and local communities. The project's scope encompasses two main components: Construction Management and Oversight Activities, and Capacity Building and Stakeholder Engagement. The Construction Management component involves pre-construction activities, day-to-day construction management, inspection and monitoring, and conference and meeting facilitation. The Capacity Building component focuses on training and capacity development for Vietnamese stakeholders, including airport authorities, local communities, and government agencies. The CDM Smith team, led by the Chief of Party, will oversee the project's implementation. The team includes Vietnam-based staff, including an Environmental Compliance Specialist, a Health and Safety Officer, and home office staff, including a Project Manager, Lead Practitioner, Engineer of Record, and Senior Technical Advisors. The team's qualifications and experience are outlined in the project documentation. The project coordination and protocols section outlines the communication plan, protocols for international travel, branding and marking plan, and information flow and document control. The implementation schedule is outlined in the project schedule, which includes key milestones and deliverables. The project assumes that the Vietnamese government will provide necessary support and resources, and that the project will be completed within the specified timeframe. The project's deliverables include program deliverables, project deliverables, and stakeholder engagement plan. The performance monitoring plan, quality assurance/quality control plan, and health and safety plan are also outlined in the project documentation. The project's risk assessment and mitigation measures are outlined in the assumptions and risks section, which includes potential risks and mitigation strategies. The project's implementation will be overseen by the CDM Smith team, with regular progress updates and reporting to the USAID Contracting Officer's Representative. The project's success will be measured by the effective remediation of the contaminated area, restoration of the airport's environmental integrity, and compliance with international standards. The project's geographic focus is on the Danang Airport property in Vietnam, with a specific emphasis on the contaminated area. The project's timeframes are outlined in the implementation schedule, with key milestones and deliverables specified. The project's recommendations include the implementation of effective project management, stakeholder engagement, and capacity building strategies to ensure the project's success. The project's environmental remediation efforts will focus on the contaminated soil and groundwater, with a goal of restoring the airport's environmental integrity. The project's construction management and oversight activities will ensure that the remediation efforts are carried out safely and effectively. The project's capacity building and stakeholder engagement efforts will focus on training and capacity development for Vietnamese stakeholders, including airport authorities, local communities, and government agencies.
