Abstract
INRM supports multiple Offices in the Bureau for Development, Democracy and Innovation (DDI) and provides strategic support and facilitation to USAID's Missions, technical offices, and other Operating Units on integrated environment programming. The INRM contract is aligned with the Agency's Environmental and Natural Resource Management (ENRM) Framework and supports integrated programming across sectors traditionally classified as "environmental," such as land use, forestry and biodiversity conservation and climate change, as well as many sectors that traditionally have not been linked to environment programming but are in fact strongly connected (e.g., food security, health, and governance). INRM works across the USAID Program Cycle, supports assessment; strategy; activity design; piloting of new approaches; adaptive management; monitoring, evaluation, and learning; and communications. The INRM team, implemented by DAI and seven subcontractors, uses a mix of core team expertise and uniquely qualified technical assistance to strengthen the impacts of USAID's integrated environmental programming. The INRM Quarterly Performance Report for January 1, 2021 – March 31, 2021, provides an overview of the reporting period, update on progress and learning related to the overarching management and integration actions, and update on progress and learning of approved activities. The report also provides information on the INRM Fiscal Year (FY) 2021 Workplan, which was approved on February 1, 2021. The management, integration, and learning (MIL) section of the workplan focuses on the INRM operational aspects of implementation that support all INRM initiatives. Eight Washington-based technical activities have been approved for implementation, one in the first quarter and seven in the second quarter. INRM also finalized the scope of work (SOW) for two Mission-based activities. The INRM team is working to strengthen the impacts of USAID's integrated environmental programming and to support the development of the INRM monitoring, evaluation, and learning plan. The INRM Quarterly Performance Report for January 1, 2021 – March 31, 2021, is the second Quarterly Performance Report of the INRM task order. It provides an update on progress and learning from the preceding three months and will not describe the activity impact to date relative to the performance indicator targets and results defined in the activity MEL plan because the MEL plan is under development. The INRM team is working to support the development of the INRM monitoring, evaluation, and learning plan, which will assess the overall activity impact to date relative to the performance indicator targets and results defined in the activity MEL plan. The INRM team is also working to strengthen the impacts of USAID's integrated environmental programming and to support the development of the INRM Fiscal Year (FY) 2022 Workplan. The INRM Quarterly Performance Report for January 1, 2021 – March 31, 2021, provides information on the INRM team's progress and learning during the reporting period. The report highlights the INRM team's efforts to support the development of the INRM monitoring, evaluation, and learning plan and to strengthen the impacts of USAID's integrated environmental programming. The report also provides information on the INRM Fiscal Year (FY) 2021 Workplan and the INRM team's progress in implementing the approved activities.
