Abstract
The project's public opinion survey, conducted in 2022, gathered data from a representative sample of Iraqi citizens to assess their perceptions of government performance and service delivery. The survey focused on six key indicators, including the percentage of respondents who report improvements to IGPA-supported service delivery platforms, satisfaction with these platforms, and confidence in the local government to deliver public services. The results showed that 44% of respondents reported improvements to IGPA-supported service delivery platforms, while 53% expressed satisfaction with these platforms. Additionally, 61% of respondents reported confidence in the local government to deliver public services. The survey also collected data on public service priorities, with respondents identifying sewage, solid waste management, electricity, and water as the most pressing issues. The results showed that 51% of respondents reported access to sewage services, while 53% reported an improvement in sewage service. Similarly, 54% of respondents reported access to solid waste management services, and 56% reported an improvement in these services. The survey results also varied by governorate, with Anbar, Babil, Baghdad, Basrah, Erbil, and Ninewa showing different levels of satisfaction and confidence in government performance. In Anbar, for example, 63% of respondents reported an improvement to IGPA-supported service delivery platforms, while 64% expressed satisfaction with these platforms. Additionally, 66% of respondents in Anbar reported confidence in the local government to deliver public services. The survey's methodology involved a multi-stage sampling process, with a total of 2,400 respondents interviewed across Iraq. The survey instrument was designed to collect data on respondent demographics, including gender, age, religion, household status, employment, education, and ethnicity. The data was then analyzed using a combination of descriptive and inferential statistics to produce the survey's key findings. The survey's results have important implications for the IGPA/Takamul project and the Government of Iraq. The findings suggest that there is a need for continued investment in service delivery platforms and infrastructure, particularly in areas such as sewage and solid waste management. Additionally, the results highlight the importance of engaging with citizens and gathering feedback on public service provision. The survey's methodology and results are presented in detail in the report, which includes a comprehensive overview of the study's design, data collection, and analysis. The report also includes a range of figures and tables that provide further insight into the survey's findings.
