Abstract
The project, known as IGPA/Takamul, focuses on supporting the Government of Iraq's Ministry of Finance (MOF) in implementing key reforms in cash management, fiscal analysis and reporting, treasury operations, and budget cycle planning and preparation. The project's Subtask 1 aims to achieve five key objectives, including improving cash management through technical support to the Cash Forecasting Division, establishing and building capacity of the MOF's Macroeconomic Unit, improving MOF fiscal analysis and reporting, enhancing budget cycle planning and preparation, and improving treasury operations. To achieve these objectives, the project will implement various activities, including capacity building, training, and technical assistance. One of the key activities under Objective 1 is to expand the three-month cash flow forecasts to include domestic revenues and share the forecast with the MOF Tax Department. This will improve the credibility of the cash forecasts and enhance MOF cash management practices. The activity is expected to be completed by May 2020. Under Objective 3, the project will support the MOF Accounting and Economic Department to improve fiscal analysis and reporting. This will involve preparing a manual on reports compilation and dissemination, including characteristics, coverage, and timeliness, and delivering training on the use of the manual. The activity is expected to be completed by May 2020. The project will also support the MOF's Budget Department to strengthen budget cycle planning and preparation. This will involve reviewing the current national and provincial budget cycle, training on multiyear budgeting for the MOF, major line ministries, and decentralized directorates in the targeted provinces. The activity is expected to be completed by May 2020. The project's activities are expected to improve the quality and accuracy of budget execution reports, enhance fiscal transparency, and improve the GOI's capacity to do multiyear budget planning and preparation. The project's ultimate goal is to increase public financing for essential service delivery by maintaining the flow of budget allocations and funds to provincial authorities. The project's geographic focus is on the Government of Iraq, with a specific emphasis on the Ministry of Finance and other key government institutions. The project's timeframes are from September 1, 2019, to August 31, 2020, with quarterly work plans outlining key activities and milestones for completion. The project's implementation details include technical assistance, capacity building, and training for MOF officials and other stakeholders. The project will also provide a toolkit on the preparation and dissemination of fiscal reports, which will be used by the MOF to improve fiscal analysis and reporting.
