Abstract
The project's objectives are to enhance service delivery and public expenditure management in key areas, including payroll and ePayment, eServices, capacity development and quality assurance, and interoperability. The project's focus on payroll and ePayment involves integrating all payroll and payment components into one activity, with the goal of achieving efficiency and effectiveness improvements. This objective comprises eight activities, including data modeling, regional processing centers, and ePayments strategy. The overall milestones for this objective include the live implementation of regional support centers by June 2020, payroll automation by August 2020, and de-duplication completion by September 2020. The eServices objective aims to redesign government service delivery, with a focus on reengineering key service delivery functions and providing a unified digital platform to enhance service delivery. This objective comprises six activities, including universal registration, priority vaccination, and company registration. The milestones for this objective include the live implementation of universal registration by October 2020 and online company registration by July 2020. The capacity development and quality assurance objective focuses on developing the capacity of the COM Department of IT (DIT) resources to sustain business as usual operations and develop the knowledge, skills, and experience to test and evaluate new software components. This objective comprises four activities, including SQLServer capacity development, C# capacity development, software testing, and security penetration testing. The milestones for this objective include the completion of payroll software testing by July 2020 and the testing of eServices access and authentication by December 2020. The interoperability objective aims to provide the key elements of application architecture, focusing on reusable code, APIs, and robust application security features. This objective comprises seven activities, including service catalogue and content management, application and data security, and API environment management. The milestones for this objective include the completion of service catalogue and content management by June 2020 and the implementation of SMS gateway and integration with app-based authentication by September 2020. The project's implementation is based in the Deputy Prime Minister's Office (DPMO), with the CIO Advisor providing strategic advice and guidance, mentoring, and business and systems analysis as an integral part of the DPM Reform Team. The Advisor will engage with ministries across government, including the payroll automation and integration with the Identity Management System (IMS), and will prioritize involvement with line ministries and agencies as required by the Cabinet of the Council of Ministers (COM).
