Abstract
The project's Reform Coordinator will assist the Deputy Prime Minister's Office (DPMO) in improving public services and promoting e-services for selective services. The Coordinator will also support the KRG's decentralization efforts and coordinate implementation of reforms related to public financial management (PFM) within KRG ministries. The quarterly work plan for FY2020 Quarter 4 outlines eight key activities to be completed between July 1, 2020, and August 31, 2020. Activity 1 involves assisting KRG counterparts and relevant stakeholders in the day-to-day operationalization of IMS-related reforms. This includes participating in discussions about business process reengineering, providing information to KRG counterparts, and keeping the Prime Minister's Office up to date on key reform-related issues. Activity 2 focuses on serving as the key interlocutor with USAID on KRG reforms and DPMO technical assistance requests. The Reform Coordinator will provide updates to USAID, assist with arranging meetings, and advise the KRG on assistance provided by USAID. Activity 3 involves ensuring the development of scopes of work for DPMO technical assistance requests, including updating terms of reference for the payroll system and finalizing the requirement list for MOLSA's business registry system. Activity 4 coordinates with all other KRG reform initiatives to avoid duplication of efforts, build international support, and exchange information and organize when appropriate. The Reform Coordinator will coordinate directly with the Ministry of Planning, discuss projects/assistance with members of the International Reform Coordination Task Force, and support PFM reforms. Activity 5 ensures overall coherence and collective donor engagement in terms of IMS-related reforms. Activity 6 develops and maintains a matrix of international assistance to IMS-related reforms. Activity 7 identifies possible entry points for donor support for initiatives, including development of innovative and context-specific concepts and project proposals. Activity 8 organizes and facilitates reform working group meetings, drafting agendas, making calls, and creating briefing notes and related documents. The full period of performance for Task Order 3 Subtask 1 is September 1, 2019, through August 31, 2020. Due to the effects of the novel COVID-19 pandemic in the Kurdistan Region, most of the region was under partial and sometimes complete lockdown during the FY2020 Quarter 3 period, resulting in the delay and postponement of projects and reform activities. However, the KRG is committed to the reform agenda, and it is anticipated that in FY2020 Quarter 4, all affected tasks from the previous quarter will be continued or activated. The quarterly work plan lists the planned key activities for this period, with related benchmarks, timelines, and achievements that contribute to the Project's intermediate results. The work plan aims to increase the efficiency of public services, advance e-government initiatives, and improve public financial management and oversight in the KRG.
