Abstract
The project was implemented by The Kaizen Company, LLC, with The Kaizen Consulting Company (Private) Limited serving as a subcontractor. The Department of Agriculture Khyber-Pakhtunkhwa was the primary counterpart organization. The project's main objective was to enhance the capacity of the Department of Agriculture Khyber-Pakhtunkhwa in financial management and capacity building services. The project focused on improving the department's ability to manage its finances, implement projects, and provide services to farmers. The project also aimed to strengthen the department's capacity in areas such as command area development, on-farm water management, marketing, and value-added agriculture. The project was implemented through a Program Management Unit (PMU) and a Program Implementation Unit (PIU). The PMU was responsible for overall project management, while the PIU was responsible for implementing project activities. The project had a total of 23 job descriptions, which were reviewed by the Financial Management and Capacity Building Services (FMCBS) team. The FMCBS team observed that the job descriptions were very generic and did not reflect the actual roles and functions of the project staff. The team recommended that the job descriptions be updated to reflect the evolving functional roles of the project staff. The team also recommended that the job descriptions be reviewed and updated regularly to ensure that they remain relevant and effective. The project had a number of key positions, including the Project Director, Component Leaders, and Monitoring and Evaluation Officers. The Project Director was responsible for overseeing the implementation of the project, while the Component Leaders were responsible for managing specific components of the project. The Monitoring and Evaluation Officers were responsible for monitoring and evaluating project activities. The project had a number of achievements, including the development of a comprehensive project management plan, the establishment of a project implementation unit, and the training of project staff in areas such as financial management and project implementation.
