Abstract
The program aims to establish more effective land governance systems, ready to implement comprehensive reforms to improve access to land and security of tenure, facilitate sustained growth and development, ensure peace and security, and provide sustainable management of the environment. During the reporting period, LGSA accomplished significant works and achieved milestones in various areas of its activities. The program strengthened the land governance regulatory framework, improved the service delivery of the land administration system, and supported the Liberia Land Authority (LLA) and the Civil Society Organization (CSO) Working Group on Land in relation to the implementation of the Land Rights Act (LRA). LGSA continued to support the LLA in different ways, including formally launching a publicly accessible website. The LLA's website was designed and developed through LGSA support as an aspect of LGSA's broad support to the LLA's institutional development. The website serves as a platform for promoting and publicizing the services, activities, and important instruments of the LLA. LGSA also provided technical support to the communications team to ensure that the LLA is branded and visible. The program's Communication and Outreach Specialist supported the LLA with an awareness campaign on the Land Rights Act, which was financially supported by the Ministry of Finance and Development. LGSA's day-to-day support to the LLA's mandates and activities included providing technical assistance in regard to the implementation of the LRA, strengthening the land governance regulatory framework, institutional development, enhancing the capacity of the Gender Unit, and consolidating physical presence in counties to implement the LRA and perform other land governance functions. In addition to the support mentioned above, LGSA continued to support the LLA in strengthening the regulatory framework for the land sector. The LLA adopted the Land Survey Regulations and Land Surveyors' Regulations during this quarter. LGSA assisted the LLA to refine the Customary Land Governance Regulations and Customary Land and Management Committee By-laws, taking the drafts through an adequate consultative process with civil society organizations and other stakeholders. The draft regulations and by-laws are expected to be incorporated into the next reporting period. LGSA will continue to provide technical support to the LLA in implementing the LRA and performing other land governance functions. The program's Chief of Party, Land Administration Specialist, Communication and Outreach Specialist, and Gender and Land Specialist will continue to be embedded with the LLA and provide technical support to the LLA's management and technical staff. LGSA's support to the LLA in strengthening the regulatory framework for the land sector is expected to continue in the next reporting period. The program will assist the LLA in incorporating the feedback from the consultation process as appropriate. The draft regulations and by-laws are expected to be adopted in the next reporting period. The LGSA program has made significant progress in supporting the LLA in implementing the LRA and performing other land governance functions. The program's technical assistance has contributed to the strengthening of the land governance regulatory framework, improved service delivery of the land administration system, and enhanced the capacity of the Gender Unit. LGSA's support to the LLA in strengthening the regulatory framework for the land sector is expected to continue in the next reporting period. The program will continue to provide technical support to the LLA in implementing the LRA and performing other land governance functions.
