Abstract
The project is implemented by Tetra Tech, in collaboration with several partners, including Landesa, World Resources Institute (WRI), Namati, Collaborative Decision Resources Associates (CDR), Sustainable Development Institute (SDI), and Parley. The primary objective of LGSA is to support the Government of Liberia (GOL) in its land rights reform process, with a focus on improving equitable access to land and security of tenure. The project is divided into four components: Component 1, which focuses on strengthening the policy, legal, and regulatory framework for land governance; Component 2, which aims to improve human and institutional capacity for land governance; Component 3, which conducts action research supporting land rights policy; and Component 4, which strengthens civil society, private sector, and citizen engagement in land governance. During the second quarter of Fiscal Year 2016, significant progress was made in Component 1. The project team provided advisory and demand-driven support to land policy development, conducted and disseminated policy research and analysis, and developed and disseminated public information on proposed reforms. In Component 2, the team supported master's-level training of GOL land governance institutions, decentralized management and institutional capacity development, and increased awareness and capacity of GOL land governance institutions. The project also made progress in Component 3, conducting action research supporting land rights policy. The team designed and implemented public information campaigns, strengthened private professional organizations of surveyors and land professionals, and facilitated the establishment of public-private partnerships (PPPs). In Component 4, the team supported public outreach and awareness, and strengthened civil society, private sector, and citizen engagement in land governance. The LGSA project administration team also made progress in implementation planning, partners meeting, personnel, procurement, finance, and policy documents. The team established a Project Advisory Committee (PAC) and engaged with the Government of Liberia (GOL) to ensure effective collaboration and coordination. The project's quarterly monitoring and evaluation report highlights the progress made in the second quarter of Fiscal Year 2016. The report includes data collection and validation, impact assessment, and other M&E activities. The project's success story, media coverage, and project staff information are also included in the report. The LGSA project is a collaborative effort between Tetra Tech and its partners to support the Government of Liberia in its land rights reform process. The project's progress and achievements are significant, and it is expected to continue making a positive impact on land governance in Liberia.
