Abstract
The project aims to establish more effective land governance systems, ready to implement comprehensive reforms to improve equitable access to land and security of tenure, facilitating inclusive sustained growth and development, ensuring peace and security, and providing sustainable management of the environment. The proposed year 5 project work plan focuses on meeting the objectives of the four project components: Component 1, which strengthens the policy, legal, and regulatory framework for land governance; Component 2, which improves human and institutional capacity for land governance; Component 3, which conducts action research supporting land rights policy; and Component 4, which strengthens civil society, private sector, and citizen engagement in land governance. The project will follow a gender-responsive approach when carrying out all its activities. LGSA year 5 project activities will mainly focus on supporting the Liberia Land Authority (LLA) in land governance areas where the chances for producing concrete results that will have direct bearing on improving service delivery and tenure security are good. This includes implementing community-based processes to strengthen community land governance structures, including capacity building of communities, local institutions, and testing of a methodology for the recognition of customary tenure. The project will also improve the legislative/regulatory framework for land administration, improve the LLA's operating procedures and systems, and develop and disseminate information to build public awareness on land. Most of the current year activities will aim to solidify and ensure the continuity and sustainability of the progresses made in the land sector with the support of LGSA. LGSA's support to the LLA will be focused on activities that aim to combine the achievements of the last four years, especially those activities that aim to improve the service delivery of the land administration system and landowners' security of tenure. This will involve providing training to land registry staff in at least 6 counties and supporting the LLA in implementing the Standard Operating Procedures (SOPs) that it developed in Year 4. LGSA will continue to support the LLA in strengthening the legal and regulatory framework for the land sector during year 5 of the project implementation period. This will build upon the progress made in year 4 with respect to the proper implementation of the Land Rights Act (LRA). The project will also continue to be guided by rational prioritized areas that need legislative intervention in its continued involvement in strengthening the legal and regulatory framework for land governance. The project will be implemented by a collaborative team of technical and organizational assistance providers, including Tetra Tech, Landesa, CDR Associates, Sustainable Development Institute, and Parley, who will work closely with the Government of Liberia (GOL), civil society, and communities in their land rights reform process. The project will be led by the LGSA Chief of Party (COP), supported by other technical advisers, including the Gender and Land Specialist, the Land Governance Adviser, the Communication and Outreach Specialist, and the Land Administration Specialist, who will be embedded within the LLA to provide strategic and day-to-day technical assistance and mentoring. The project's activities will be guided by the LGSA's established practice of providing technical assistance and mentoring to the LLA, with a focus on improving the service delivery of the land administration system and landowners' security of tenure. The project will also continue to support the LLA in strengthening the legal and regulatory framework for the land sector, building upon the progress made in year 4 with respect to the proper implementation of the LRA. In year 5, the project will focus on implementing community-based processes to strengthen community land governance structures, including capacity building of communities, local institutions, and testing of a methodology for the recognition of customary tenure. The project will also improve the legislative/regulatory framework for land administration, improve the LLA's operating procedures and systems, and develop and disseminate information to build public awareness on land.
