Abstract
The goal is to improve the quality of school education through an effective approach to leadership and teacher development. This macro goal is underpinned by four intermediate objectives, which encompass all of the various program components directed toward achieving this goal. The four intermediate objectives are: enhancing the capacity of school principals, supervisors, and teachers to improve classroom instruction; creating a national cadre of high-quality teacher and leadership educators; creating and harmonizing policies, structures, and systems within key Ministry of Education departments supporting leadership and teacher development; and enhancing pre-service teacher education in Gaza. These objectives will be addressed by AMIDEAST's first-year Work Plan in discrete ways. The Work Plan will involve revisiting existing education policies and practices to institutionalize and codify interventions in norms of practice. Key achievements envisioned in the first year include establishing the Leadership and Teacher Development Program as a leading initiative funded by USAID and designed to support teacher education and leadership on a broad scale through alignment of policies and interventions targeting schools, districts, and central Ministry of Education. To achieve these objectives, AMIDEAST will work with the Ministry of Education to establish a solid foundation for large-scale teacher development, beginning with school and district-level interventions. This will involve capacity building for school principals, supervisors, and teachers, as well as the creation of a national cadre of high-quality teacher and leadership educators. Capacity building will focus on enhancing the skills and knowledge of school principals, supervisors, and teachers to improve classroom instruction. This will involve training programs, coaching, and mentoring, as well as the provision of resources and support to schools and districts. The creation of a national cadre of high-quality teacher and leadership educators will involve the development of a leadership diploma program and the establishment of a national institute for education and training. The Work Plan will also involve the creation and harmonization of policies, structures, and systems within key Ministry of Education departments supporting leadership and teacher development. This will involve revising existing policies and procedures to align with the goals and objectives of the Leadership and Teacher Development Program, as well as the establishment of new policies and procedures to support the program. In addition, the Work Plan will involve enhancing pre-service teacher education in Gaza. This will involve the development of new curricula and training programs for pre-service teachers, as well as the provision of resources and support to teacher education institutions in Gaza. Overall, the Leadership and Teacher Development Program is a comprehensive education reform initiative that aims to improve the quality of school education through an effective approach to leadership and teacher development. The program will involve a range of interventions, including capacity building, policy development, and pre-service teacher education, and will be implemented in collaboration with the Ministry of Education and other stakeholders.
