Abstract
The project aimed to increase the competitiveness and growth of Lebanese client firms, improve the business enabling environment, and communicate results through outreach and share project knowledge with the public and private sector. The project was implemented by Chemonics International Inc. and was funded by the United States Agency for International Development (USAID). The project's development hypothesis, purpose, and objectives were based on the imperative of employment creation in Lebanon. The project's objective dynamics were guided by three key principles: increasing the competitiveness and growth of Lebanese client firms, improving the business enabling environment, and communicating results through outreach and sharing project knowledge. Critical assumptions for successful implementation included the need for a strong partnership between the public and private sectors, effective communication, and a focus on results-based management. The project made significant progress in its first year, with a focus on creating jobs by increasing the competitiveness and enhancing growth of Lebanese client firms. The project's strategy for job creation involved supporting the growth of micro, small, and medium enterprises (MSMEs) through business development services, training, and access to finance. The project also worked to improve the business enabling environment by supporting the development of a more favorable regulatory framework and improving access to markets. The project's progress on technical implementation was evaluated through a series of indicators, including the number of jobs created, the number of MSMEs supported, and the level of access to finance. The project also conducted a review of its communications and outreach efforts, highlighting the importance of effective communication in achieving project objectives. The project's monitoring, evaluation, and learning (MEL) framework was used to track progress and identify areas for improvement. The project's resources for technical implementation included short-term technical specialists and subcontractors, as well as grants under contract. The project's administration and finance were managed through a series of annexes, including the performance indicator table, the LED activity results framework and indicators, and the quarterly financial report. The project's staffing and enterprise engagement were also documented through a series of annexes. The project's highlights included the establishment of a business incubation association in Tripoli, the development of a business enabling environment framework, and the launch of a series of business promotion events. The project's client firm stories highlighted the impact of the project on the lives of entrepreneurs and small business owners in Lebanon. Overall, the project made significant progress in its first year, laying the foundation for future success and impact.
