Low Emission Land Use Planning and Practices Training Report The training program for Quang Nam and Thua Thien Hue provinces in Central Vietnam aimed to equip government officials with knowledge on low-emission land use planning and practices.

Abstract
The training was conducted by SNV, a sub-contractor to ECODIT under the USAID Green Annamites Activity, and took place in November 2018. The training objective was to enable participants to analyze the local context, identify priority activities for implementation, and conduct monitoring and evaluation of the implementation process. The training consisted of two days of classroom training, divided into three thematic sessions. The first session covered climate change and the role of land use change and forests, including global and national climate change mitigation responses. The second session focused on planning for low-emission land use, including the analysis of the enabling environment, assessment of current land use, and negotiation and priority activities selection. The third session covered low-emission land use practices, including strategies for reducing emissions from land use and deforestation and conserving and enhancing forest carbon stocks. The training participants consisted of 44 officials from government agencies, including the provincial Department of Agriculture and Rural Development, Department of Natural Resources and Environment, Forest Protection Departments, Protected Areas, Forest Management Boards, and State Forestry Companies. The training was conducted in two locations: Ban Thach Riverside Hotel in Tam Ky Town, Quang Nam Province, and the Mis town Hotel in Hue City, Thua Thien Hue Province. The training approach included presentations, discussions, and small group work. Participants were given the opportunity to ask questions, confirm their understanding, and discuss the relevance of each topic to the local context. The training also included a learning and exchange tour to Lam Dong Province, which aimed to further develop the capacity of government officials in Quang Nam and Thua Thien Hue provinces to develop, plan, and implement low-emission land use. The evaluation of the training was conducted using an evaluation form, and the results showed that the training was effective in achieving its objectives. The participants assessed the training as relevant, informative, and useful, and provided recommendations for future capacity-building activities. The training was also evaluated as having a positive impact on the participants' knowledge and skills, and on the implementation of low-emission land use planning and practices in the two provinces. The training report provides a comprehensive overview of the training program, including the training objectives, content, and approach. The report also includes the evaluation results, which provide valuable insights into the effectiveness of the training and the areas for improvement.
