Abstract
Figure 1 illustrates the expected viability of rural enterprises under different policy environments. Organizational and institutional arrangements play a crucial role in determining the success of rural enterprises. Optimal arrangements include a small beneficiary group, transferable shareholdings, external capital, strong accountability, well-defined property rights, and proportional income sharing. In contrast, sub-optimal arrangements include a large beneficiary group, non-transferable shareholdings, no external capital, weak accountability, poorly defined property rights, and non-proportional income sharing. The success of rural enterprises is closely linked to the quality of organizational and institutional arrangements. The macro or meso policy environment has a significant impact on the viability of rural enterprises. In Kyrgyz Republic, the policy environment is constrained, while in South Africa it is enabling. This difference in policy environment has a direct impact on the expected viability of rural enterprises. The organizational and institutional arrangements in rural enterprises are critical in determining their success. Optimal arrangements, such as a small beneficiary group, transferable shareholdings, external capital, strong accountability, well-defined property rights, and proportional income sharing, are associated with successful rural enterprises. In contrast, sub-optimal arrangements, such as a large beneficiary group, non-transferable shareholdings, no external capital, weak accountability, poorly defined property rights, and non-proportional income sharing, are associated with unsuccessful or minimally successful rural enterprises.
