Abstract
The manual is based on the Ley de Municipalidades (1990) and the Ley de la Carrera Administrativa Municipal (2010), and is designed to create a career administrative system for municipal employees. The manual is divided into several sections, including a classification of the municipal staff, elements of the Carrera Administrativa Municipal, and an organigram of the municipalidad. The organigram is based on the Plan Estratégico de Desarrollo Municipal (PEDM) and identifies the levels and hierarchy of the municipalidad, as well as the type of personnel occupying each position. The manual also describes each of the units within the municipalidad, including their functions, objectives, and activities. The units are classified into three categories: rutinarias, ocasionales, and extraordinarias. The manual also identifies the competencies required for each unit, including cognitive, attitudinal, and procedural competencies. The manual is part of a larger set of manuals that are designed to be complementary and to execute the Carrera Administrativa Municipal in an integral manner. The other manuals include the Manual de Reclutamiento y Selección, Manual de Puestos y Salarios, Manual de Capacitación, and Manual de Evaluación del Desempeño. The implementation of the manual is expected to benefit various stakeholders, including municipal employees, the Alcaldía de Nuevo Celilac, the public, and the region, department, and nation of Honduras. The manual is expected to improve the productivity and competitiveness of the municipalidad, and to contribute to the development of the community in a sustainable manner.
