Abstract
The manual was created with the support of the Federación De Organizaciones No Gubernamentales Para El Desarrollo De Honduras (FOPRIDEH) through the program "Facilitando el Marco Regulatorio para la Descentralización," funded by the Agencia de los Estados Unidos para el Desarrollo Internacional (USAID). The manual is divided into three phases. Phase 1 focuses on the preliminary stage, which includes the principles of human resource administration, legal foundations, and the description and profiles of positions. The municipal structure is outlined, and positions are classified into four levels: I (directivo), II (ejecutivo), III (operativo), and IV (soporte/apoyo). The manual describes the roles and responsibilities of each position, including the Regidor (a), Alcalde (sa), Vice Alcalde (sa), Auditor (a) Interno, Asesor (a) Legal, Secretaria (o) Municipal, Tesorero (a) Municipal, Contador (a) Municipal, and other positions. Each position has a descriptive profile outlining the tasks, responsibilities, and required skills. Phase 2 focuses on the classification of positions and the creation of descriptive profiles for each level. The profiles include information on the position's purpose, responsibilities, required skills, and working conditions. The classification system is based on the level of responsibility, complexity, and required skills. Phase 3 deals with the structure of salaries and wages. The manual outlines the methodology for valuing points by factor, which involves integrating a valuation committee, defining daily salaries by position, establishing factors, sub-factors, and grades, constructing a table of point assignment, and consolidating data. The methodology is designed to ensure fairness and equity in the salary structure.
