Abstract
The manual is based on the Ley de Municipalidades (1990) and the Ley de la Carrera Administrativa Municipal (2010), and is designed to guide the management of human talent at the decentralized level. The manual describes the organizational structure of the municipality, including the units and functions, and delimits the profile of each unit based on professional competencies. The purpose of the manual is to orient the management of human talent at the municipal level, starting from the delimitation of units and functions based on the real organizational structure of the municipality. The manual is divided into several sections, including a presentation, introduction, objectives, methodology, legal framework, classification of personnel, and organizational structure. The presentation highlights the importance of the manual in consolidating the career administrative system at the municipal level, benefiting various stakeholders, including employees, the municipal government, the public, and the region. The introduction explains that the manual is based on the diagnostic municipal of organization and functions, which identified the organizational structure, units, and functions of the municipality. The manual is designed to be a technical management tool for the concretization of public policy to create a career administrative system for municipal employees. The manual describes each unit within the organizational structure, including the name of the unit, objective, dependency, number of people supervised, functions, and competencies. The competencies are categorized into cognitive, attitudinal, and procedural, and include tools and technical equipment used. The manual is related to other manuals of the career administrative municipal, which have been planned to be executed in an integral manner. The relationship between the manuals is complementary, aiming to execute the career administrative municipal in a comprehensive way. The manual is a result of the collaboration between the Alcaldía del Municipio de San Vicente Centenario, the Secretaría Técnica de la Carrera Administrativa Municipal (SETCAM), and the Federación de Organizaciones No Gubernamentales para el Desarrollo de Honduras (FOPRIDEH). The manual is a tool for the management of human talent at the municipal level, aiming to improve the efficiency and effectiveness of municipal services. The manual is based on the following legal frameworks: the Ley de Municipalidades (1990), the Ley de la Carrera Administrativa Municipal (2010), and the Manual Genérico de Organización y Funciones (AMHON-SETCAM, 2014).
