Abstract
This manual is a result of the support provided by the Federación De Organizaciones No Gubernamentales Para El Desarrollo De Honduras (FOPRIDEH) under the program "Facilitando el Marco Regulatorio para la Descentralización," financed by the Agencia de los Estados Unidos para el Desarrollo Internacional (USAID). The manual is divided into three parts. The first part addresses general aspects, including terminology, institutional framework, and methodology. The second part describes the profiles of positions, distinguishing between current positions and potential openings based on the municipal capacity. The third part explains the technique of the method by points, applicable for the assignment of salaries based on the analysis of factors and sub-factors that comprise each job. The manual aims to provide a guide for the implementation of the CAM, based on a public management of quality, with principles of equality, merit, and capacity, resulting from a democratic process. The objectives of the manual are to provide employees with information on the salary system, establish an administrative tool containing information on all job positions, and facilitate the preparation of a salary and wage policy for the municipal authorities. The manual is intended for exclusive use by the Municipalidad de Mercedes, Ocotepeque, and its employees. The implementation of the manual implies a commitment to its use by all personnel, with each employee responsible for its compliance. The manual should be subject to periodic revisions to ensure its flexibility and adaptability to changes, while maintaining the need for updates and adjustments in accordance with the functions and needs established by the municipalidad. The manual's structure is organized into several sections, including an introduction, objectives, scope, and methodology. The methodology section outlines the process for developing the manual, which includes the identification of job positions, the analysis of factors and sub-factors, and the assignment of points for each position. The manual also includes a detailed description of the job positions within the municipalidad, including their responsibilities, requirements, and salary scales. The job positions are categorized into four levels: directivo, ejecutivo, operativo, and apoyo. The manual's methodology for assigning salaries is based on the method by points, which involves the analysis of factors and sub-factors that comprise each job. The factors and sub-factors are weighted and assigned points, which are then used to determine the salary scale for each position. The manual's implementation is expected to contribute to the consolidation of a career administrative system in the municipalidad, in accordance with the laws and regulations in force. The manual is a valuable resource for the municipalidad, providing a framework for the management of human resources and the assignment of salaries.
