Abstract
The manual aims to strengthen the municipality's human resources management, ensuring efficient and effective governance. The manual's objective is to establish a process for attracting individuals with the necessary attributes to occupy positions within the municipality. The process involves five phases: requisition of personnel, analysis of recruitment sources, selection of recruitment methods, selection of recruitment content, and reception of job applications. The manual also outlines the selection process, which includes preselection, realization of tests, interviews, and the selection of new employees. Additionally, the manual promotes the consideration of other essential elements for identifying, attracting, and selecting suitable candidates based on the required competencies and qualities. The manual is applicable exclusively to the Municipalidad de San Marcos, Ocotepeque, and is based on the legal framework established by the Ley de Municipalidades and the Ley de Carrera Administrativa Municipal (CAM). The CAM law demands that municipalities have an organization and instruments to implement its provisions, including the Manual de Puestos y Estructura de Salarios, Manual de Reclutamiento y Selección, Manual de Evaluación del Desempeño, and the creation of technical support commissions. The manual's development was made possible with the support of the United States Agency for International Development (USAID) through FOPRIDEH. The manual is intended to be presented and approved by the Corporación Municipal after its implementation, aiming to improve public administration through the strengthening of human resources capabilities. The manual's scope covers the permanent personnel within the municipality's organizational structure, currently comprising 37 public servants subject to the application of the Ley de Carrera Administrativa Municipal. The manual's implementation is expected to be progressive, as established in Article 33 of the Ley CAM. The manual's development is a response to the Ley CAM's requirement for municipalities to have an organization and instruments to implement its provisions. The manual's implementation is expected to contribute to the improvement of public administration through the strengthening of human resources capabilities. The manual's structure includes eight chapters: I. Introducción, II. Objetivos, III. Alcance, IV. Antecedentes, V. Justificación, VI. Marco Legal, VII. Reclutamiento de Personal, and VIII. Selección del Personal. The manual's content is divided into sections that outline the process of recruitment and selection, including the phases of requisition, analysis, selection, and reception of job applications. The manual's development is a significant step towards implementing the Ley CAM and strengthening the municipality's human resources management. The manual's implementation is expected to contribute to the improvement of public administration through the strengthening of human resources capabilities.
