The Ministère de la Santé of the République de Guinée has initiated a process to improve the availability of reliable and up-to-date information on healthcare facilities, regardless of their status.

Abstract
This effort aims to define the type and location of new healthcare facilities to be established or renovated in specific areas. The process began in 2016 with the creation of a harmonized list of healthcare facilities in the country, sourced from various government and non-governmental organizations. The initial setup of the DHIS 2 platform in Guinea was made possible by using this list, which was updated with information from the field. This was followed by the implementation of a system for collecting information on healthcare facilities across the country through the DHIS 2 and an application for visualizing these data, accessible to the public. The increasing number of healthcare facilities in the country, along with changing needs for different types of infrastructure, resources, and services, necessitate regular updates and maintenance of the system to meet the needs of the Ministry of Health and its partners. The main objective of this manual is to ensure the proper management of the Registre des établissements sanitaires (RES) to improve access to reliable information on healthcare facilities. The specific objectives of this manual are to have an up-to-date list of public and private healthcare facilities in the country, to have updated information on these facilities, to have the geographical location of all healthcare facilities to define the type and location of new establishments, and to have a system that is updated to meet the needs of the Ministry of Health. The RES is a tool that contains a comprehensive directory of all existing healthcare facilities, including public, parapublic, and private (profit and non-profit) establishments. It contains updated data on healthcare facilities, services offered, and available resources to provide these services. The RES is part of the Système National d'Information Sanitaire (SNIS) and is hosted on the DHIS 2 data management platform. The RES contains the following information: * Identification of each structure, including name, unique identifier, geographical coordinates, prefecture/commune, and email address of the responsible person * Administrative information, such as the type of establishment, responsible person, status, etc. * Services offered by the establishment * Available resources, including human, infrastructure, equipment, transportation, water source, and energy source The information on healthcare facilities is collected using the "Formulaire de collecte des informations sur les établissements sanitaires," which is located in the data entry module of the DHIS 2. The section of this manual, "Collecte des informations sur les établissements," explains how these information are collected and updated. The public can easily view the information in the RES application from this address: https://dhis2.sante.gov.gn/cartesanitaire. The RES offers the Ministry of Health and its partners opportunities for planning, research, monitoring, and evaluation activities, mobilization of resources, and their rational distribution, both at the central and decentralized levels. They can access the list of all healthcare facilities in the country, along with their geographical locations, and information on the services they offer and the availability of human and material resources. The RES facilitates the work of the state and its technical and financial partners, and is necessary for the interoperability of iHRIS systems.
