Abstract
The study focused on the trout fish market in Swat, Pakistan, which was severely affected by militant insurgency and subsequent military response in 2007 and 2008. The Provincial Relief, Rehabilitation, and Settlement Authority (PaRRSA) was established to drive the recovery effort and provide a "one window" facilitation point to the Federal/Provincial Governments, donors, and partner organizations. The USAID Firms Project aims to improve government services delivery and develop dynamic, internationally competitive firms to accelerate sales, investment, and job growth. The project focuses on direct support in the form of grants, technical assistance, and in-kind procurement to conflict/flood-affected businesses in the Swat tourism and fishery sector. The program provided cash grants and in-kind supplies worth USD 2.9 million to 261 businesses, including 239 hotels and 22 fish farms, to help them recover and rehabilitate their businesses. The study identified key stakeholders in the trout fish market, including trout fish farms, wholesalers, retailers, and consumers. The market demand for trout fish was found to be high, particularly in large hotels, restaurants, and supermarkets. However, the market was constrained by limited availability of trout fish, high production costs, and inadequate cold chain facilities. The study recommended the establishment of a trout fish hatchery to increase production and reduce costs. It also suggested the development of a cold chain system to improve the quality and shelf life of trout fish. Additionally, the study recommended the creation of a trout fish marketing association to promote the product and increase its availability in the market. The USAID Firms Project provided technical assistance to trout fish farmers to improve their production and marketing skills. The project also provided training on hazard analysis and critical control points (HACCP) to ensure the quality and safety of trout fish. The project's efforts resulted in an increase in trout fish production and sales, contributing to the economic recovery of the Swat region. The study concluded that the trout fish market in Swat has significant potential for growth and development. However, it requires investment in infrastructure, technology, and marketing to increase production and availability. The USAID Firms Project's efforts to support the trout fish industry have contributed to the economic recovery of the region and have created opportunities for small and medium-sized enterprises (SMEs) to grow and develop.
