Abstract
The team includes Futures Group International, John Snow, Inc., ICF International, Management Sciences for Health, and Tulane University. MEASURE Evaluation's objective is to enable countries to strengthen their systems to generate high-quality health information used for decision-making at local, national, and global levels. The team has experience conducting a wide range of evaluation types, including impact evaluation. MEASURE Evaluation contributes knowledge of health system strengthening interventions, such as the effects of improvements in routine health systems, the effect of investments in HIV on other health systems, and effective integrated or multi-sectoral programs and referral systems. Another area of expertise is the evaluation of structural interventions, such as those related to underlying gender norms. MEASURE Evaluation excels in coordinating expertise across partners to achieve complex, long-term objectives. The project has broad access to in-country resources and short-term technical assistance expertise to provide support in virtually any country where USAID might request assistance. MEASURE Evaluation is experienced in working across the full range of disease- and service-specific elements in the health sector, including HIV, malaria, TB, maternal and child health, family planning, nutrition, water and sanitation, and infectious diseases. The project's history has been one of collaborative effort, with tailored responses to individual USAID mission needs and integration of cross-cutting USAID priorities like gender, country ownership, and system sustainability. MEASURE Evaluation offers new opportunities as a mechanism to conduct rigorous evaluations of health programs, holding at the forefront of those efforts strategies to build up the evaluation workforce and local and regional evaluation capacity. MEASURE Evaluation provides a range of skills and opportunities, including expertise in a full range of evaluation procedures, mentoring in rigorous evaluation methods, participation in small grants programs, building training partner capacity, and integration of gender considerations. The project also offers training in advanced evaluation methods, such as sampling and data analysis, and provides opportunities for formal training through local and regional workshops and graduate school curricula.
