Abstract
(EDC). The program aims to support the development of out-of-school youth in Mindanao, Philippines, through training and capacity building. The MYDev Program focuses on three key areas: training, post-training support, and sustainability and institutionalization. In the quarter from April to June 2018, the program expanded its training activities to new sites, including Marawi, Balo-i, Iligan, and Saguiaran. The trainings included both Life Skills only cohorts and Life Skills and technical skills training. As of the end of the quarter, 829 youth were enrolled in the programs, with 524 youth taking the credential test. The program also developed two additional training modules, Foundations of Resilience 1 and 2, to strengthen youth's understanding of violent extremism. These modules consist of 23 lessons and aim to equip youth with coping skills to respond to trauma and crises, as well as tools and resources to manage stress. Deepening post-training support is another key area of focus for the MYDev Program. The program staff and Youth Development Alliance (YDA) continued to support a broad range of MYDev Youth Networks, including participation in national and local conferences, youth-led community service activities, and job fairs and trade fairs. The program also drafted a coaching manual, which will be finalized in the coming months and used in all 11 MYDev sites. Sustainability and institutionalization are critical components of the MYDev Program. The program continued to support the institutionalization of the MYDev Life Skills training with the Department of Education (DepED) and the Technical Education and Skills Development Authority (TESDA). DepED's office responsible for Alternative Learning System (ALS) requested that EDC provide training to 100 supervisors, instructors, and mobile teachers from all regions of the Philippines, including Luzon, Mindanao, and the Visayas. This training is scheduled for September 2018. In addition, DepED/ALS for the Autonomous Region in Muslim Mindanao (ARMM) requested that 270 of their supervisors, instructors, and mobile teachers receive the Life Skills training of trainers (TOT) in July and August 2018. These efforts complement TESDA's interest and strategies to provide the Life Skills training through their technical skills training. TESDA's Deputy Director General supported the review and mapping of the MYDev Life Skills training to TESDA's 21st Century skills requirements, which are aligned with the ASEAN regional commitment. The MYDev Program contributes to two Intermediate Results (IR) which support USAID's Development Objective 2: Supporting Peace and Stability in Mindanao. These intermediate results include: IR1, Local Governance Strengthened in Delivering Out-of-School Youth Services, and IR2, Out-of-School Youth Engagement for Community Development Increased. As of December 2017, MYDev met or exceeded all 21 initial indicators and have developed a new Monitoring, Evaluation and Learning (MEL) plan for the extension period. This plan is described in more detail in the Monitoring, Evaluation and Learning Section. The MYDev Program continues to track progress relating to the three impact indicators for Cohort FY17 and will report on these indicators in the FY18 annual report. The program looks forward to sharing more news regarding the extension activities, sustainability progress, and program impact with USAID in FY18Q4.
