Abstract
The program aims to improve land tenure security for rural communities in Tanzania, particularly in the regions of Iringa and Mbeya. The LTA project focuses on supporting the Government of Tanzania (GoT) in implementing the Village Land Act of 1999, which allows for the registration of customary rights of occupancy (CCROs) and the issuance of village land certificates. The project also aims to promote the use of the Mobile Application to Secure Tenure (MAST) and the Integrated Land Management Information System (ILMIS) to improve land administration and management. Key activities implemented by the LTA project include awareness training for financial institutions, such as NMB and CRDB, to facilitate access to financial support for rural economic development. The project also supports the development of Detailed Village Settlement Plans (DVSPs) and the issuance of village land certificates to secure land tenure for rural communities. The project has made significant progress in implementing its activities, with a total of 2,500 farmers trained in sustainable agriculture techniques and 15 demonstration plots established to showcase the benefits of improved agricultural practices. The project has also facilitated the issuance of 1,500 CCROs and 1,000 village land certificates, which has improved land tenure security for rural communities. The LTA project has also implemented activities to promote gender equality and youth participation in land tenure activities. The project has trained 500 women and 200 youth in land tenure and land administration, and has established a gender and youth working group to promote the participation of women and youth in land tenure activities. Despite the progress made, the project has faced several implementation challenges, including challenges in accessing satellite imagery and parcel mapping, as well as difficulties in resolving disputes related to land tenure. The project has also faced challenges in integrating cross-cutting issues, such as gender and youth, into its activities.
